Vilma Santos-Recto and Sons Pursue Batangas Leadership Roles

BATANGAS CITY – Former Deputy Speaker of the House, Vilma Santos-Recto, has officially set her sights on returning to leadership in Batangas as governor. On Thursday, she filed her certificate of candidacy (COC) at the provincial Commission on Elections (Comelec) office in the capitol.

Accompanying her were her sons, Luis Philippe "Lucky" Manzano, running for vice governor, and Ryan Recto, vying for the congressional seat representing Batangas' 6th District. They filed their COCs together under the "One Batangas" slate.

In a press conference following the filing, Santos-Recto expressed her commitment to lead the province once again, presenting her HEARTS platform, which focuses on Health, Education, Agriculture, Roads and Infrastructure, Tourism, and Security.

"These are the foundations of my administration's pursuit of inclusive growth, sustainable development, and enhanced quality of life for all Batangueños," she emphasized.

Santos-Recto also spoke about the youthful dynamism her sons would bring, stating that their fresh perspectives could complement her extensive experience, pushing forward the HEARTS agenda with more vigor and effectiveness.

A celebrated actress often referred to as the "Star of All Seasons", Santos-Recto reflected on her political career, which began in 1998 when she was elected mayor of Lipa City, a position she held until 2007.

Following her mayoral tenure, she served as Batangas governor before representing the province's 6th District in Congress from 2016 to 2022.

After a brief break from politics, she now returns to the political arena, driven by what she describes as a "call of duty" alongside her two sons.

"In my 24 years of public service, I really did my best," Santos-Recto said, adding that if given the chance to lead again, she aims to bring more prominence and prosperity to Batangas.

The trio was also accompanied by her husband, Department of Finance Secretary Ralph G. Recto, during the filing of their candidacies.
